Dr. Payne is a strategy and process improvement leader with over 15 years of experience helping organizations translate vision into disciplined execution. His work spans the public sector, nonprofit organizations, financial services, and higher education—where he has led enterprise initiatives focused on performance, operations, and organizational transformation.
Darrell currently leads enterprise strategy and performance efforts within a large regional public-sector organization, where he partners with executive leadership to align strategic priorities, investments, and measurable outcomes across multiple divisions. His work includes developing strategic plans, building KPI frameworks and dashboards, governing cross-functional initiatives, and advancing process improvement efforts that reduce inefficiencies and strengthen accountability.
